This note will hopefully go out to all LSC registrars late today. I want you to be familiar with the changes that we have made to facilitate background screen renewals. Anticipating that most members will not remember their username and password from two years ago, this series of new screens will help them access and update their TC logiQ account in order to initiate a renewal. Please be aware that the background screens page on our web site now offers two links to the TC logiQ website. One for New members and one for Renewals. Please let me know if you have any questions. Thanks.

RE: BACKGROUND SCREEN RENEWALS

As you are already aware, many USA Swimming members who are subject to our background screening requirement will need to renew their background screen during the 2008-2009 swim year. The first group needing to renew their screen will be that group of members that participated in the pilot program in October, 2006. These screens expire on October 31, and must be updated prior to that time. Screening expiration dates are noted on all Coach member cards in the same area as the safety certification expiration dates.
Important: We strongly encourage all members to update their screening at least by the first week of the month in which their screen expires. The process will typically take only 3-4 business days, but several factors can cause the process to take longer. Please encourage members to allow plenty of time for their screen renewal to be approved before their current screen expires.
In order to facilitate the renewal process, we have created a renewal link on the USA Swimming Background Screens page www.usaswimming.org/bgscreen. This link takes members to a series of screens designed for the renewal process. Anticipating that most members will not remember their username and password from two years ago, this series of screens will help them access and update their TC logiQ account.

What a Trials! It’s hard to imagine anything more than the nine World and twenty-one American Records we saw in Omaha last week, but just think Juniors, the US Open, Mega-Zones, and the Olympics still lie ahead.
If you will be headed to Minneapolis for Juniors or the US Open, I want to invite you and your team to attend our CollegeSwimming Recruit Workshop on August 3rd.
The CollegeSwimming Recruit Workshop allows swimmers, parents and coaches an inside look into the recruiting process. Our panel will help participants understand:
- NCAA initial eligibility & recruiting rules;
- Strengths of each division;
- What coaches look for in recruits;
- How to market yourself to coaches;
- Strategies for making a good decision;
- Twelve things every recruit and parent want to know but are afraid to ask; and
- much, much more.
Here’s what last year’s participants had to say:
- "I just wanted to write and say thanks for the TERRIFIC program yesterday. It exceeded my expectations. The coaches were impressive and learning about the different divisions was great. I feel like my daughter has a lot of work to do, but we have a flashlight now to help us find the right school for her.”
- "My wife attended the college conference you sponsored last week at Juniors. She found it extremely educational and was very happy she attended."
- "This should be required for any parent whose son or daughter is looking to swim in college. We now know what to expect, what to ask, and what to look forward to.”
There is a $15 fee and pre-registration is required. Last year’s workshop, despite being held between prelims and finals, filled quickly. This year, because we’ve scheduled the workshop between the two meets, will enable more swimmers to attend, and will, I expect fill even more quickly.
I hope you can make it and will encourage your swimmers and their parents to attend. This program fits with our growing vision of strengthening college swimming by helping kids finding the right college or university.

| CLARIFICATION: The new requirement – the addition of the STSC online test – is mandatory as of September 1, 2008, for all coaches who renew their STSC certification ON OR AFTER that date. If they renew their STSC certification prior to September 1, 2008, they don’t have to take the online test. |

Subject: Safety Training for Swim Coaches - requirement for 2009 membership year
TO: LSC Registration/Membership Chairs
For the 2009 membership year (which begins September 1, 2008), the following certifications will be acceptable for the Safety Training for Swim Coach requirement:
1) ARC Safety Training for Swim Coaches certification (valid for 3 years)
- OR -
2) Email confirmation from the ARC that the individual has passed the Safety Training for Swim Coaches online exam, ALONG WITH one of the following certifications:
a. ARC Lifeguarding, Lifeguarding/Waterfront, Lifeguarding/Waterpark, Basic Water Rescue, or Shallow Water Attendant
b. American Lifeguard Association First Time Lifeguard, Professional Lifeguard Challenge, or Lifeguard Recertification
c. Ellis and Associates International Lifeguard Training or International Lifeguard Training Instructor License
d. StarGuard
e. YMCA Lifeguarding
For Option #2, the expiration date shall be the earliest expiration date on either the ARC email (valid for 3 years) or the lifeguard certification.
Coaches are grandfathered and will not have to meet these new requirements until their current Safety Training certification expires.

Background Check Information
Swimming Application for Transfer
ATTENTION COACHES:
ALL Metro coaches must complete their background check by January 19th, 2007.
As of February 1st, 2007 - they must have their NEW Coaches Registration card
on their person at ALL meets.
Any coach without a NEW card, with the background check noted on it,
will not be permitted on any deck.
ATTENTION MEET DIRECTORS/REFEREES:
As of February 1st, 2007 - all coaches must have a new coaches card
with the background check completed on it.
If they do not have this NEW card on their person - you are not permitted
to allow them on the pool deck.
It is the responsibility of the Meet Director AND Referee to assure that
ALL coaches on deck have this updated card.

Important reminder on transfer requirements.
Clubs and coaches are reminded that when a swimmer wishes to transfer to another team, USA Swimming rule Article 203 applies.
Among the requirements of 203 are that the swimmer must arrange for the completion of a transfer form by the 'old' club and may not represent the 'new' club until 120 days have elapsed since last representing the 'old' club.
A swimmer may elect to assume "Unattached" status at any time.
As to a rule against recruiting, that is part of the USA Swimming Code of Conduct which applies to ALL members of USA Swimming. The prohibition against recruiting is in Article 304, the Code, under 304.3.13.
Please refamiliarize yourself with both of these very important rules.
